Collocations in a competition law context

A collocation is a word or phrase which is frequently used with another word or phrase to create an expression that means more than the meaning of the individual words (e.g. a heavy fine). When learning new vocabulary items it is useful to record their collocations.

For each set of phrases, choose the one phrase that is incorrect.
